To specifically state how this one was done: there is a base b&w scan of the drawing, followed by an "overlay" layer to color the lines (you can be sloppy - it is invisible over the white parts), then a "multiply" layer to add the main colors (takes the longest - blocked in with a big brush, then shaded/blended with a small brush at 20-30% transparency), and finally another "multiply" layer at 20% transparency filled with a texture photo I liked (there are lots of free texture photos out there you can use - they keep the digital from looking too "airbrushed").
